    Monetary benefits of preventing childhood lead poisoning with lead-safe window replacement

    Previous estimates of childhood lead poisoning prevention benefits have quantified the present value of some health benefits, but not the costs of lead paint hazard control or the benefits associated with housing and energy markets. Because older housing with lead paint constitutes the main exposure source today in the U.S., we quantify health benefits, costs, market value benefits, energy savings, and net economic benefits of lead-safe window replacement (which includes paint stabilization and other measures). The benefit per resident child from improved lifetime earnings alone is 21,195inpre1940housingand21,195 in pre-1940 housing and 8,685 in 1940-59 housing (in 2005 dollars). Annual energy savings are 130to130 to 486 per housing unit, with or without young resident children, with an associated increase in housing market value of 5,900to5,900 to 14,300 per housing unit, depending on home size and number of windows replaced. Net benefits are 4,490to4,490 to 5,629 for each housing unit built before 1940, and 491to491 to 1,629 for each unit built from 1940-1959, depending on home size and number of windows replaced. Lead-safe window replacement in all pre-1960 U.S. housing would yield net benefits of at least $67 billion, which does not include many other benefits. These other benefits, which are shown in this paper, include avoided Attention Deficit Hyperactivity Disorder, other medical costs of childhood lead exposure, avoided special education, and reduced crime and juvenile delinquency in later life.     Cities are spatially diverse, with enclaves of particular demo- graphic groups, clusters of businesses, and pockets of low-income individuals living amid affluence. This essay presents data from New York City to illustrate the importance of measuring and addressing neighborhood characteristics that affect Sup- plemental Nutrition Assistance Program (SNAP) participation and the purchasing power of SNAP benefits: pockets of “eligible-but-not-enrolled” in- dividuals, proximity between SNAP participants and jobs, and variations in food prices across neighborhoods.     COVID-19’s Effects on New York City’s Food System: Lessons for Public Health Responses

    The COVID-19 pandemic disrupted food availability and affordability and changed the daily food practices of New Yorkers. Eleven surveys of samples of 1,000 New York City adults from March 13 through June 28 illustrate three effects on food access and food insecurity: (1) closing restaurants, schools, and other sources of prepared foods reduced access and changed shopping patterns, food expenditures, and diets; (2) economic disruption exacerbated food insecurity and increased demand for food assistance; and (3) altered food practices affected diets and health. These impacts were disproportionately borne by vulnerable populations. This paper reports survey responses illustrating the effects of the pandemic and its aftermath on food access, food insecurity, nutrition, and food practices, and how these effects differed for specific populations. The results suggest opportunities to increase food system resilience by developing and expanding programs and policies tackling social determinants of food insecurity and malnourishment

    The everyday food practices of community-dwelling Lesbian, Gay, Bisexual, and Transgender (LGBT) older adults

    Malnutrition during old age is a significant public health issue. Prevailing behavioral and structural senior malnutrition interventions have had marginal success, largely failing to reflect the realities of people\u27s daily lives. This novel study employed Social Practice Theory (SPT) to explore the food practices of an under-researched, yet highly vulnerable, segment of the older adult population—Lesbian, Gay, Bisexual, and Transgender (LGBT) seniors. Four focus groups were conducted with 31 older adult clients and volunteers at a national LGBT social service and advocacy organization. Findings revealed that food practices—far from being mere expressions of individuals\u27 choices or immutable habits—are entities composed of meanings, materials, and competences that are structured as they are performed repeatedly in a social context. Gaining insight into how and why diverse older adults perform food practices in light of obstacles common to aging has important implications for senior nutrition program and policy development

    Expanding the Boundaries of Food Policy: The Turn to Equity in New York City

    Policymakers acknowledge that the food system is multidimensional and that social determinants affect diet-related health outcomes, yet cities have emphasized programs and policies narrowly connected to food access and nutritional health. Over the past fifteen years, the boundaries of food governance have expanded to include a wider range of issues and domains not previously considered within the purview of food policy, like labor, housing, and education policies. This paper illustrates the processes by which this shift occurs by presenting the case of New York City, which has broadened its food governance to a larger set of issues, requiring cross-sectoral initiatives that have led to a more expansive notion of food policy. This shift has resulted from an increased political salience of income inequality and poverty, and a change in municipal leadership that led to a greater emphasis on equity and social justice. Efforts to address equity affected the food system, and in turn led to diverse policies that have expanded the boundaries of food policy. The paper traces this evolution and outlines the implications of these findings for food governance and future urban food policy development and research

    Efforts to develop behavioral technologies from advances in basic research assume that results from studies with nonhuman subjects can, in some instances, be applied to human behavior. The behavioral principles likely to be most useful for application are those that represent robust general behavioral relations. Basic and applied research on behavioral momentum suggests that there is a general behavioral relation between the persistence of behavior and the rate of reinforcement obtained in a given situation. Understanding the factors that affect behavioral persistence may have important implications for applied behavior analysts that justify studies aimed at establishing the generality and limits of the functional relation between reinforcement rate and behavioral persistence. Strategies for establishing the generality of behavioral relations are reviewed, followed by a brief summary of the evidence for the generality of behavioral momentum
